Adopting into a family?

There's a family that ive known for awhile now, they are seriously considering adopting me. The problem is that i still have a father (my mother died awhile ago). My father is 59. im his 5th child and he barely cares for me. Whenever he cooks meals, does the laundry, goes to town, etc... im never thought about. Im 16 so can that family adopt me?
